VHES is a framework developed by Veloria to evaluate the quality, consistency, and cultural appropriateness of travel programs designed for Muslim travelers.Beyond a simple certification, VHES sets clear and measurable criteria to analyze each experience across multiple dimensions, including halal compliance, program design, and cultural depth.This approach ensures that every certified program meets consistent and verifiable standards.
Why VHES ?
In today’s halal tourism market, many services only meet basic requirements without a clear evaluation structure.VHES was created to address this need, providing a system that combines quality, structure, and cultural understanding.Its goal is not just compliance, but raising the standard of travel experiences for Muslim travelers.
Evaluation Model
Each program is evaluated through a scoring system based on five key dimensions:
- Halal Compliance – Availability of services suitable for Muslim travelers.
- Experience Quality – Overall organization, accommodation, and execution.
- Narrative & Educational Design – Conceptual structure and program coherence.
- Cultural Depth – Ability to interpret the destination’s cultural context.
- Service & Comfort – Attention to detail and traveler satisfaction.

- Signature – Exceptional programs representing the highest level of VHES standards.

Evaluation Framework
VHES is based on a structured evaluation process ensuring consistency and objectivity in program assessment.Certification is granted only to programs that meet the defined VHES criteria.
VHES within the VHN Network
VHES operates in close integration with the Veloria Halal Network (VHN), ensuring that every certified program within the network meets consistent standards of quality, cultural accuracy, and traveler satisfaction.This connection allows VHN members and travelers to easily identify experiences that are verified, trustworthy, and compliant with Veloria’s VHES standards.
VHES Early Access Program
Veloria offers a limited early access program for selected operators interested in evaluating and certifying their programs under VHES.This early access allows participation in an emerging network of certified experiences, contributing to the growth and refinement of the standard.Participation is subject to selection and evaluation criteria.
